CFI Welcomes New Board Members
The Centers for Independence Board of Directors on Dec. 18, 2025, elected Elizabeth Bartlett, Ritika Singh and Tracy Wymelenberg as new members, each serving a 3-year term. Morris Cain was re-elected to serve his final 3-year term. Members Morgan Phelps and Joy Rivera resigned their positions in December.

We look forward to the insight, leadership, and passion they will bring—and continue to bring—to our mission,” said Interim President & CEO Heidi Chada. “And while we are sad to see Joy and Morgan step down, we are deeply grateful for their dedication, leadership and lasting impact they’ve made.”
Meet CFI’s New Board Members
Elizabeth Bartlett brings more than 38 years of experience in Medicare, Medicaid and government program health care. She currently serves as Director of Provider Network at Independent Care Health Plan (iCare), a Humana subsidiary serving low-income older adults and individuals with physical and developmental disabilities. Elizabeth’s background spans law and compliance, government policy and public health, including leadership roles as General Counsel and as an operational executive.
Her long history with iCare—including during the years when CFI was a 50% owner—gives her deep familiarity with CFI’s mission and the communities it serves. She looks forward to contributing her expertise to the Board, with particular interest in Audit and Quality, and supporting CFI’s continued impact in the community.
Ritika Singh brings to CFI more than 20 years of executive leadership in human resources, organizational culture and cross sector workforce strategy. She currently serves as Head of Human Resources at S3 Aero Defense. Her career also includes global people and culture leadership at Catholic Relief Services, one of the world’s largest humanitarian organizations, along with recognition such as the Wisconsin Diversity in Business Award and inclusion among Wisconsin’s 48 Most Influential Asian Americans.
Ritika brings broad expertise across strategy and planning, finance and audit, health care and public health, people and culture, fundraising, government and policy, law and compliance, and technology and data. In addition to her professional and board experience, she brings meaningful lived experience that strengthens her commitment to equity, inclusion and community well-being. She looks forward to advancing CFI’s mission through strategic insight, collaborative leadership and a strong people centered perspective to support individuals with disabilities and behavioral health needs.
Tracy Wymelenberg brings to CFI deep expertise in strategy, planning and government policy. She currently serves as Director of Government Relations at Aurora Health Care. Throughout her career, Wymelenberg has supported behavioral health and broader health care policies that directly impact individuals living below the federal poverty level. Tracy’s professional background is complemented by a strong personal commitment to improving access to care, advancing equity and advocating for individuals with disabilities—work shaped in part by her family’s experience with long-term disability following a traumatic spinal injury.
She looks forward to contributing her skills in government relations, health care programming, public health, strategy, and fund development, and to collaborating on effective policy and advocacy efforts that elevate the needs of the individuals and families CFI serves.

The CFI Board of Directors provides the strategic leadership and oversight that keeps our agency mission‑driven, financially sound and accountable to the community we serve. The board sets the agency’s long‑term direction, approves major policies, and ensures that programs align with our purpose and values. It also hires and evaluates the executive director, safeguards financial resources through budgeting and fiduciary oversight, and monitors organizational performance and compliance with legal and ethical standards. In broad terms, the board acts as the steward of CFI’s mission—guiding growth, protecting integrity, and ensuring that we deliver meaningful, effective services to the people who rely on us.
